The Victoria Regional transit Commission along with the Government of British Columbia, BC Transit and the 番茄社区 opened the 10-bay expansion of the UVic transit exchange on September 4, 2014.
Project information
The Transit Exchange expansion project expands the total number of transit bays from 11 to 21 at the university. Approximately 17,000 passengers are served daily at UVic by 1,100 transit trips on 14 routes, the expansion is consistent with the university's ongoing efforts to reduce single occupancy vehicle traffic and congestion and to encourage increased transit use for travel to and from the campus. The transit exchange expansion and the service improvements by BC Transit play a key role in meeting future transportation needs and will benefit the entire campus and the surrounding community.

Development Variance Permit Application
The Community Engagement Framework report provides for a consistent methodology to be used to determine the overall approach to an engagement program for campus land use planning and development projects. The project was assessed using Table 4.1 - Engagement Approach (see green highlighting).
An engagement approach that includes aspects of both the inform and consultation categories was determined for this project, based on the nature of the project relative to the criteria listed and a review of the likely impacts. It included consultation activities related to the DVP approval process for the removal of 20 parking stalls.
A campus open house was held in November 2013 to present information and answer questions regarding the project and the DVP application submitted to the District of Saanich. The informational boards can be viewed on the documents tab.
The District of Saanich Zoning Bylaw requires that a Development Variance Permit (DVP) be obtained when parking spaces on campus are displaced. The use of parking lot 14 as part of the new transit exchange resulted in its permanent closure and the loss of 20 metered parking stalls including four that are designated for accessible parking. Alternate parking spaces remain available in close proximity to the Student Union Building and the Halpern Centre for Graduate Students.
A DVP application was submitted to the District of Saanich on November 14, 2013.
A DVP for the project was approved by Saanich Council on May 5, 2014.
