• Use the employee bus pass (ePass) program. The monthly cost is $35.
• Park in a perimeter lot; save 35% by purchasing a Value permit or paying daily. The monthly rate for Ian Stewart, Lam Circle and Lot 16 is $48.75. The daily rate is $6.00.
• Cycle; the employee eBike purchase program, launched in the summer of 2022, provides zero interest loans for employees wishing to purchase an eBike.
• Use one of the above methods and purchase a Flex25 permit or use Modo/EVO car share for those days when you need a vehicle. The Flex25 permit provides 25 daily uses for a cost of $150.00.

Parking fees at UVic remain lower than the City of Victoria, Victoria International Airport, other post-secondary institutions and comparable locations.

Parking revenue is used for:

• The day-to-day operation of parking services on campus. Parking services are ancillary and no funds are received from the university to provide this service.
• Sustainable alternatives such as the ePass and UPASS and Bike Loan program. Over $600,000 is contributed annually to support these programs.
• Future infrastructure such as a new parking structure
• Current infrastructure repairs such as line painting and paving
• Maintenance such as lighting, cleaning and snow removal
• Equipment such as parking software, lot lights, vehicles and fee collection equipment
• Other operational costs such as wages and signage

Discounted rates (equal to the cost of a Value permit) will be available for campus community members with a Parking Permit for Persons with Disabilities, who require parking close to buildings.

There are currently over 70 accessible parking spaces on campus. These spaces are open to anyone with a valid accessibility permit. For those with temporary medical issues who may not qualify for a parking placard, Temporary Medical Permits are available. Both these permits require a paid parking permit or session. • Total daily auto driver trips decreased by 2% since 2018 and transit passenger trips decreased by 23%. Likely a result of working from home arrangements and COVID-19.
• Daily cycling trips decreased by 33%. Weather was a significant factor as it was windy and raining during data collection.
• Daily pedestrian trips increased by 12% suggesting it was a preferred mode of travel.
• Comparing the 2018 and 2021 survey, the daily sustainable mode (all modes except auto driver) decreased from 62% to 56% and conversely the daily auto driver mode share increased from 37% to 44%.

Monthly permits can be purchased in person or online, up to three months in advance. When purchasing, select which months within the next three months you wish to purchase. Payment can be made by Visa, MasterCard or one time payroll deduction (employees only).

If you are a continuing employee you are eligible to purchase an Employee Bus Pass.  The University covers the other portion of the pass and you are taxed, as it is a taxable benefit. Passes are on sale from the first business day after the 15th of the month and are available until the 10th day of the month in which they are valid. A valid Staff/Faculty OneCard must be presented at time of purchase.

Parking rates are set by the Board of Governors.

The parking program is wholly self-supporting, there are no taxpayer monies used to fund the parking program. Paid parking funds the building and maintenance of parking lots, pay electricity costs for lighting, pays for frequent patrols of parking areas and for the purchase supplies and equipment necessary to operate the service.

Yes, annual permits can be returned for a partial refund up until the last working day in December of that permit year. A refund is provided based on a declining value of 20% per month. There is no refund for any other permit type.

Parking permits are issued to one person and are for the exclusive use of the registered permit holder. Permits are not transferable to any other person. A permit is valid for any vehicle operated by the registered holder providing the vehicle (or its registered owner) is not suspended from parking on campus.

There are over 70 accessible parking spaces on campus and are conveniently located in each parking lot. You are required to display a valid government issued accessible placard and UVic parking permit. Accessible placards are also valid in any reserved general and short term spaces on campus, general permit rates apply.

If you have a temporary medical situation, you may qualify for a Temporary Medical Permit. This permit allows you to park in reserved, general or short term parking, UVic parking permit required. Parking can be at a premium depending on time of day and month of year. Many lots are full by 10:30am most weekday mornings.  There is normally parking in Lot 5 spots available off of Sinclair Road, beside the Student Residences.  There is ample parking at the Ian Stewart Complex, off of Gordon Head Road. The campus can be travelled on foot from one side to the other in 10 minutes, making these spaces a better option than spending time circling a full parking lot.

Pay parking is in effect 24 hours a day, Monday to Saturday.  There is no charge for parking on Sundays or British Columbia designated statutory holidays, a list of which can be found .  On days when the University is closed, such as the Holiday Closure or in observance following a statutory holiday, pay parking is in effect. Example:  Remembrance Day 2017 was on Saturday, the University was closed on Monday, November 13th, in observance.

The University's Traffic and Parking Regulations are in effect and enforced 24/7/365.

Yes, simply register the permit to the vehicle you will be driving using your online parking account. Ensure that you select an expiry date for the loaner vehicle.

Citations may be appealed within 14 days of issue.  Appeals are processed online and start once the online form is submitted.  Appeals are reviewed by the Traffic & Parking Committee, a volunteer group made up of a cross section of the campus community, which meets monthly. Decisions will be sent to the appellant.

Parking is at a premium during Student Residence move in/move out. There are over 2000 students arriving on a single day, making all areas around dorms and cluster housing very congested.  Campus Security and Residence Services partner to provide move in day parking logistics.  Please remember that you must limit stopping or parking to designated areas only. Loading zones are scarce, so try and limit the amount of time you park for. Pathways, grass, along curbs and fire lanes are not permitted places to stop, our officers will issue citations for parking in these areas. It is best to contact Campus Security Services before you arrive on campus to receive the latest information on parking.

If normal enforcement action is found to be ineffective or if a safety hazard is present, we may immobilize or tow a vehicle. Removal of an immobilization device costs $75.00. Towing is done by a private contractor, Totem Towing. They can be reached at 250-475-3211.

Call Campus Security 24/7 at 250-721-7599 to report the issue, a maintenance person will be notified and the issue corrected. You will be asked for your licence plate number and meter/dispenser number.

An inappropriately parked vehicle will receive a ticket with or without a note displayed.  Parking enforcement personnel do not recognize notes as valid reasons for not paying for parking.  You must find a functioning meter or dispenser in another lot.

Campus Security will provide a complimentary Restricted Areas Permit allowing you to park in loading zones for this purpose.  If you do not have this permit, you must park in designated parking spaces and pay for parking.  Restricted Areas Permits for larger deliveries can also be obtained on a case by case basis from Campus Security.
